06.06.2009 Network and exchange of experience: First Level Control in ETC Programmes
The event took place in Marseille on June, 4-5th having as a main issue the First level Control in the ETC Programmes.
Key words of the first day were organisation, checks methodology and contents on the checks. The focus was on these three fields: first of all, referring to the organisation of First level Controls, the presentations were about centralised or decentralised systems, externalisation, lead partner role in this step and much more. Roberto Piccini, from the Autonomous Region Friuli Venezia-Giulia, presented the FLC system both in the Crossborder Cooperation Programme Interreg IV Italy-Austria and the Crossborder Cooperation Programme Italy-Slovenia 2007-2013.
The second part of the meeting was on the methodology of the checks and presentations referred to quality checks, spot checks and administrative ones.
In the third part the presentations focused on the capacity checks of partners, horizontal issues as equal opportunities, information and publicity, protection of the environment, etc and lastly about eligibility. A the end had place a really participate debate on First Level Controls.
On the second day the topic was the Network of First Level Controllers of IP Valencia Zone: after an introduction to the network, the following issues were public procurement, staff costs and overheads; every theme was explained together with a case study, in order to give to the meeting a concrete footprint.
